Human Resources
The Mission of the Human Resources (“HR”) is to develop and administer programs designed to increase the village’s effectiveness as an employer --- it’s hiring processes, pay, benefits, human resource policies and others --- the whole spectrum of creating and managing employer-employee relationships. The label of “human resources” now the norm in the profession, designates a broader involvement and strategic role in the village.
The following is a list of key functions HR is expected to facilitate:
The Hiring Process: everything from decisions relative to qualifications required to work in the Village to the array of forms, interviews, tests, reference checks and other tools used to decide who gets hired and who does not.
Classifications: job titles, descriptions, pay ranges, qualifications, job performance, standards and expectations. HR helps decide which classifications are needed, develops the description of the classification and ensures that individual positions are assigned to the correct classification.
Compensation: HR uses a blend of market surveys and job analysis techniques to develop the Village’s salary schedules and systems.
Benefits: HR develops and manages the Village’s benefit programs – health insurance, dental insurance, vacation, sick leave, holidays, disability insurance and many more.
Employee Relations: HR provides and administers recognition programs, counseling and mediation services. HR also assists and/or directs employees who may have grievances. In addition, HR handles sensitive work-related information as well as private personal information that must be handled in a confidential, responsible and professional manner.
Legal Compliance: HR staff are expected to be experts in a wide range of employment and labor laws: -- wage and hour laws, collective bargaining, equal opportunity, affirmative action, discrimination, sexual harassment, disabilities, medical claims, workers compensation, benefits and many, many more. HR works with department heads, managers, employees, unions, and village attorneys to ensure the Village’s decisions are within established legal boundaries and represent the Village in claims and appeals.
Performance Management: HR develops policies and systems such as performance appraisal centered on the objective of skillfully evaluating and managing employee performance.
One Stop Career Center - Job Outlook
One stop career centers are job resource centers that provide career training and employment services to people that employers can invest in with confidence. One stop career centers are located throughout Chicago, and are run through a partnership between City Colleges of Chicago (CCC), the Illinois Department of Human Services (IDHS), the Illinois Department of Employment Security (IDES), and the Mayor’s office of Workforce Development (MOWD) as a part of the Illinois Employment Training Center (IETC) network. Services offered include:

- · Literature on career planning, job searches, and interviews
- · Seminars in resume writing, job search and interviewing skills
- · Fax, copying, telephone and internet services for job search purposes
- · Unemployment insurance
- · Basic Skills Courses
- · Veterans Services

Job Corps
Job Corps is a free education program that helps young men and women get better jobs. Individuals have the opportunity to learn a trade, earn a GED or high school diploma, and get assistance finding a good job. Job Corp students are required to live on the Job Corps center campus. This arrangement provides students the opportunity to meet different people from various places. As well as make lifelong friendships. The age ranges for Job Corps is between 16 and 24.
